Collaborative public–social partnership supporting the reintegration of persons leaving prison.

About OARS (Offender Aftercare Reintegration Services):

OARS (Opportunità għal Bidu Aħjar) is a pioneering structured aftercare programme that ensures continuity of care from pre-release and continuing into the community using an integrated, multidisciplinary approach. The programme provides coordinated psychological, social, and rehabilitative support throughout reintegration.

OARS is a collaborative partnership between SOS Malta and Fondazzjoni Mid-Dlam għad-Dawl that is, funded by the Ministry for Social Policy and Children’s Rights, and delivered through coordination with the Malta Correctional Services Agency (CSA). This is Malta’s first public social partnership (PSP) signed with jointly with two NGOs.

Through a holistic six-month programme, OARS provides:

  • Psychological therapy
  • Family mediation
  • Skills training
  • Employment support

to persons in prison starting 6 weeks prior to their release.

The programme officially launches in January 2026.

OARS promotes rehabilitation and community safety by supporting individuals to rebuild stability, reconnect with family, and access opportunities for work and wellbeing. In doing so, it reduces reoffending, challenges stigma, and strengthens inclusion within society.
